Analysis of Waiting Time for Outpatient Services at dr Rasidin Padang Regional Hospital
Abstract
The outpatient waiting time at RSUD dr. Rasidin Padang remains a concern, as an initial survey revealed that it exceeds the minimum standard for outpatient services, which is 100 minutes, while it should be ≤ 60 minutes. This study aims to analyze outpatient waiting times at RSUD dr. Rasidin Padang. This research employed a mixed-methods approach using a sequential explanatory strategy by measuring waiting times for 107 patients and conducting semi-structured interviews, observations, and focus group discussions (FGD). Data collection involved interviews with 14 informants and FGDs with 8 participants. The study examined three components: input (human resources, policies/SOPs, and infrastructure), process (registration and examination), and output. The findings indicate a shortage of human resources and a lack of discipline among staff, particularly specialist doctors. The availability of infrastructure is insufficient. The registration process takes too long due to a lack of staff, especially in the medical records department, and insufficient infrastructure such as computers. The examination process does not start on time because doctors arrive late. The outpatient waiting time remains above the standard, at 2 hours and 10 minutes. It is recommended that the hospital minimize outpatient waiting times by increasing the number of staff, improving infrastructure, optimizing doctor scheduling, and strengthening hospital regulations.
